Responding to regional healthcare needs

Project

Goulburn Valley Health (GV Health)

Built was contracted by Victorian Health Building Authority (VHBA) to deliver the Goulburn Valley Health (GV Health) live hospital redevelopment project in Shepparton.

Value: $30+m

Client: Victorian Health Building Authority (VHBA) and Goulburn Valley Health

Architect: Clarke Hopkins Clarke

Completion date: February 2023

Built responded to the clients’ needs for healthcare in regional Victoria, by enabling the hospital and associated healthcare facilities to maintain critical services while GV Health was under construction.

The GV Health refurbishment unfolded in 22 distinct stages, with expansions to the emergency department, including the incorporation of new x-ray and CT scan facilities. Concurrently, fast-track services and a short-stay unit were created, which required internal demolition and comprehensive refurbishments across several key departments.

This included a new Special Care Nursery, a Central Sterile Services Department, Day of Surgery Admissions facilities, three cutting-edge Operating Theatres, Theatre Amenities, Maternity and Birthing rooms, as well as a Labour Delivery Room. Additionally, the project involved the installation of new passenger lifts and landscaping enhancements to the Emergency Department. Furthermore, extensive site-wide improvements were undertaken to meet the requirements of National Construction Code Regulation 608.

“The GVH project included complex refurbishment across more than 10 zones of the operational hospital. The degree of difficulty was escalated by the COVID pandemic and the hospital’s need to keep additional beds open at short notice. This project required flexibility and collaboration with the health service to support their immediate needs but also keep the construction of desperately needed new spaces moving forward. The project team embraced a shared responsibility to keep everyone safe and worked successfully to avoid transmission from and within a travelling workforce.”

The key to success lay in meticulous planning and transparent communication. Each impacted department received ample prior notice regarding construction requirements, operational impacts, and a carefully devised plan to manage these challenges effectively. This commitment by the Built project team culminated in their recognition as the Team of the Year at the Property Council Victoria’s 2023 People in Property Awards.

Drawing from their extensive experience in Class 4 Infection Prevention Protocols, gained from successfully executing similar healthcare projects, the Built team understood that the paramount challenge of operating within a live healthcare environment was upholding the highest standards of cleanliness and sterility.

Delivering the main works at GV Health amidst the stringent COVID-19 lockdowns in both metropolitan Melbourne and Regional Victoria underscored the importance of managing the local supply chain to maintain project progress and meet on-time delivery targets.
